1. The Medical Office concurs in the proposed
regulation and is of the opinion that it vill serve a
useful purpose.
2. Insofar as 'we are capable of jiviging, it appears
to be technically and legaI1y correct.
3. As presented it is somewhat wordy. It is recom-
mended that the presentation be more clearly and simply
stated.

1. It is agreed that subject proposed regulatiou is one which
is of vital importance to the Agency and very much reeded for the
orderly accomplishment of its function. It appears to clarify
several issues which have given this Office considerable concern
in the past. Technically, it ia believed that the priAci7.4es con-
tained therein are both workable and correct; however, we assume
that the legality of these policies will be ascertained by the
Office of the General Counsel.
2. There are submitted below several suggestions which may
improve the presentation of the material contained in this proposed
regulation.

1. We request that you review subject Regulation and grant your approval
in principle prior to c submitting it to the Chiefs of Major Components for
their concurrences and comments.
3. This Regulation was initiated by this Staff and has been coordinated
with the Chiefs of Administrative Offices of the Deputy Director (Administration).
With the exception of the Director of Security, all of these officials have
concurred and their suggestions have been incorporated in the draft which is
submitted to you herewith. The Director of Security has stated:
"As far as carrying out the functions assigned to the
Director of Security, it is not believed that the proposed
Regulation would result in an improvement of efficiency
On the other hand, the Comptroller has stated:
