NO. 8230942.1 In my capacity as head of the procuring activity, I have reviewed the attached documentation requesting that I authorize performance of the contract awarded to International Technology Corporation on 28 March 1988, notwithstanding a protest filed by Centel Information Systems, Inc., with the General Accounting Office (GAO) within 10 days after award on 5 April 1988. Based upon my review of the submissions, I have found that immediate performance of limited orders is necessary and is required by urgent and compelling circumstances significantly affecting the interests of the United States, as indicated: An order for 30 workstations for for the reasons stated in the memorandum, dated 19 April 1988 (Enclosure 1), enumerating urgent requirements for the Directorate of Operations ALLSTAR Upgrade Program. An order for 25 workstations for the reasons stated in the memorandum, dated 26 April 1988 (Enclosure 2), enumerating urgent requirements for the International Nuclear Forces Monitoring Center. An order for 101 workstations for the reasons stated in the memorandum, dated 29 April 1588 (Enclosure 3), enumerating urgent requirements for the Office of Information Technology's Pilot Office Program. Accordingly, the contracting officer is authorized to proceed with the placement of the above orders under the subject contract, subsequent to proper notification of this finding to GAO in accordance with applicable regulations. ohn M. At DCI direction, the International Nuclear Forces (INF) Monitoring Center was created within short deadlines in January 1988, by pulling together requirements for personnel, space, and data processing support. The data processing support was facilitated in large part by the loan of 14 Delta Data Terminals from the DO. This loan was not made without impact to the DO. In fact, at this time, the DO has a requirement for 80 Delta Data terminals that cannot be met. 2. The Monitoring Center has grown since the original inception and now requires an additonal 11 terminals. The INF needs to procure at the earliest possible time an order of 25 workstations. This would allow the Monitoring Center to return to the DO their much needed Delta Data terminals and to acquire a sufficient number of new terminals to support their expanded workload. The new workstations would not only provide connectivity to SAFE and VM, but would also allow the much needed PC functionality. Funds have been designated for this procurement, and your approval to acquire these terminals as soon as possible is requested. We, as an Agency, now depend on moving forward with at least a limited implementation of this contract in a very timely manner. Our customers need units now to keep on track to meet major program milestones and satisfy immediate operational needs. Office of Information Technology (OIT) needs units now to support these customer programs. In addition, we no longer can procure replacement parts for the Delta Datas. Since every single one that is operational is in use, filling an operational need, we are increasingly experiencing terminal losses due to unrepairable component failures. Withouti, the ability to move ahead now to replace our dying Delta Datas (140 terminals have already had to be cannibalized for parts), we, as an Agen?I1 be at- standstill if some interim actions are not immediately taken. 2. The Agency has been operating quite some time in a deficit terminal availability mode. Delta Data terminals, some purchased as early as 1979, exist without any available spare parts. The Agency must replace this old technology and start to upgrade its workstation technology in order to continue to fulfill its intelligence mission. 25X1 25X1 25X1 3. Specifically, there is an urgent need for 101 workstations for the pilot offices. OTT must be able to set up workstations in pilot offices to start the testing necessary to meet the special compatibility requirements of its varied customers. It is critical for the pilot offices to start the "debugging" procedures of the system units now. OTT must be prepared to consult with each customer and recommend configurations which are customized to fit each specific operation within the Agency. This project, called the ALLSTAR Upgrade, has- been effectively stalled for over a year waiting for the development of MDS-3 (SAFE Delivery 3.5), the installation of the Agency's PBX and the availability of new workstations (there are no more Delta Datas). 2. IMS's MDS-3 system will be ready to accommodate users (following the installation of IMS equipment in the Actually, IMS has been using a version of MDS-3 to establish a fully-inverted cable database since January 1988. in October 1988 3. Three DO components have been identified as the first customers for MDS-3: Africa Division, Political and Psychological Staff, and a subset of SE Division.
