SUBJECT: Donovan Statue
REFERENCE: Your memo to D/OL, dated 31 July 1986, Same Subject
1. Thanks for your advice on the Donovan statue. I'd like to ask two
follow-up questions on the same subject:
a. If the Donovan statue is placed in the existing Headquarters
building, would it still be possible to consider it a part of the new
building program and thus pay for it under the NBPO funds?
b. How can we best justify a sole source contract (not to
Mr. Anderson, but to a top professional sculptor recommended by the
National Sculptor Society and selected by the DCI) based on Federal
Acquisitions Regulation (FAR) 6.302-1? Would we still be required
by the FAR to notify Congress in writing 30 days in advance of the
contract award?
2. I have attached a copy of the reference and a Memorandum for the Record
on recent activities related to the Donovan statue. Thanks again for your
help.

MEMORANDUM FOR THE RECORD
SUBJECT: Selecting a Sculptor for the Donovan Statue
1. This memo was written to document the recent actions taken to select a
sculptor to produce a monument to Major General William J. "Wild Bill" Donovan.
2. The DCI enlisted the assistance of Mr. Leo Cherne to identify candidate
sculptors. Mr. Cherne is Executive Director of the Research Institute of
America, a member of the President's Foreign Intelligence Advisory Board, and a
sculptor himself. (The bust of Donovan in the CIA Auditorium was sculpted by
Mr. Cherne.)
3. Mr. Cherne contacted Mrs. Claire Stein of the National Sculpture
Society in New York. She provided Mr. Cherne the names of six top profes-
sional sculptors, along with photographs or portfolios of their work. From
these six candidates, Mr. Cherne selected three (Larry Ludtke, Walter Hancock
and Robert Weinman) to present to the DCI for consideration.
It. The DCI and Mr. Cherne met to review the three candidates. The DCI
selected two (Ludtke and Weinman) and called each to invite them to CIA
Headquarters for a visit. Mr. Weinman visited with the DCI on 3 November;
Mr. Ludtke came on 4 November. (These meetings are documented separately in
the attached Memorandum for the Record.)
5. When we receive the proposals from Messrs. Ludtke and Weinman, they
will be forwarded to the DCI for review. It is my understanding that the DCI
will select the sculptor to be commissioned for the Donovan statue. A sole
source contract will be initiated with the selected sculptor.
6. The justification for sole source selection will probably be based
on Federal Acquisitions Regulation 6.302-1, citing the unique and innovative
nature of original artwork and the selected sculptor's ability to capture the
image of Donovan which the DCI wishes in the statue.
7. In light of the amount of interest generated by the press in the
Donovan statue, it would probably be wise for us to notify Congress when
a contract is imminent.

MEMORANDUM FOR THE RECORD
SUBJECT: Meetings with Candidate Sculptors for the Donovan Statue
1. On 3-4 November 1986, and I hosted meetings with
two sculptors whom the DCI is considering as candidates for a commission to
produce a monument to Major General William J. "Wild Bill" Donovan. These
sculptors were recommended to the DCI by Leo Cherne, Executive Director of
the Research Institute of America:

2. Our meetings with each sculptor included:
a. a short walking tour of the grounds, including a look at the
statue of Nathan Hale;
a longer walking tour of the Headquarters interior, including the
tainting of Donovan, the exhibit of Donovan's military uniforms, the bust
of George Bush, models of the new and original Headquarters buildings, and
the oust of Donovan. Possible sites for the monument were discussed;
a meeting tetween the DCI and the sculptors; and,
d. a general discussion of the organization and mission of the
Agency, including background information about General Donovan.
3. To each sculptor we provided lunch (from the EDR), reimbursement
for travel (from DC: Admin), and the following literature:
a. Fact Book on :ntelligence, CIA Public Affairs;
Intelli;ence - he Acme of Sc:.., CIA Public Affairs;
c. The Ceremony and Exhibit 'With the Fighting Sixty-Ninth: Donovan
in World War I";
J. The Central Intelligence Agency - A Photographic History, by
Kline, Phillips, Pforzheimer and uirk; and,

SUBJECT: Meetings with Candidate Sculptors for the Donovan Statue
e. a brochure and grounds map from the New Building Project Office.
4. The following tentative decisions were reached concerning the Donovan
monument:
a. The monument should be a full-figure statue, rather than a bust
or relief. The pose should convey that Donovan was a man of action and a
heroic figure. The statue should be only slightly larger than life-size.
b. The statue should depict General Donovan at his peak, in his early
60's, dressed in casual military uniform. The :CI prefers the open-neck
shirt style of uniform shown on the autographed photograph of Donovan in
the DCI's office.
c. The statue should be placed indoors. The preferred location would
be in the Main Entrance, on the left side (as you enter), against the
wall, and directly across from the book and wall monument honoring Agency
employees whose lives were lost in our service.
d. The statue should be on a base approximately three feet high. The
base should be constructed of materials which match the granite and design
of the wall behind it.
5. Each of the two sculptors will send us a letter with a basic proposal
for the work, including their initial ideas about design, time to complete,
and a range of costs. It is my understanding that the 20.1 will make the
final selection of a sculptor. Following that, we will initiate a contract
to commission the statue. Each sculptor indicated that it would take
approximately 12-16 months to complete the work.
6. my personal reactions to these two sculptors was that either of the
men seemed capable of delivering a good quality statue of General Donovan.
Based only Icon the informal discussions and their cortfolios, I felt that
Mr. Iudtke might be the better sculptor.
