Pu cuant to the Executive Committee discussions of 23 November 1965, Attachments A through C to this memorandum present the Fiscal Year 1966 and 1967 OSP/CIA funding requirements for Applied Research/Advanced Technology and Vulnerability Analysis. 2. Attachment A deals with Vulnerability Analysis to be conducted in support of the hardware development program conducted by SAFSP. Attachment B presents a detailed program plan for Advanced Research and Advanced Technology applications for the remainder of Fiscal Year 1966. Each of these projects has been laid out in detail and in most cases OSP is in receipt of informal or formal proposals from industry for the work presented. Many of these projects are follow-on to efforts conducted in Fiscal Year 1965, however, no funds have been available for the first half of Fiscal Year 1966 so at the current time no work is in progress. Attachment C presents an outline of the Fiscal Year 1967 Applied Research and Advanced Technology program. This work is not currently planned to the same level of detail as the Fiscal Year 1966 program, but specific objectives have been set and budgetary cost 50X1 estimates made. OSP proposes to provide an analytical model of the Soviet anti-satellite system and use this model to evaluate the effectiveness of existing and proposed vulnerability reduction measures. To do this, CIA will draw on the extensive effort expended by other Agency components in fulfilling their intel- ligence analysis mission. OSP will supplement this effort to the extent required to provide the specific expertise needed to formu- late the defense system model in the terms most applicable to the problem at hand.
