1. This memorandum recommends action in paragraph 4.
2. Louis Banks, Senior Editor of National Affairs for TIME M9.gazine,
will be in Washington from noon, tomorrow until late Wednesday evening.
He asked if he and John Steele, Chief of the Washington Bureau of TIME-
LIFE-FORTUNE, might meet with you. I tentatively arranged for an appoint-
ment at 3 p.m., Wednesday, (11 March 1959) provided this is agreeable to
you.
3. What Banks is interested in is getting information on how strong
is the Soviet Union, militarily in Berlin and Eastern Europe and this is
information he will ask you for. He has an appointment at the Pentagon
to get data on the U.S. military strength plus that of NATO.
4. RECONNEN DATION: That you see Messrs. Banks and Steele at 3 p.m.,
Wednesday.
