Approved For Release 2009/04/10: CIA-RDP80B01676R001500110010-1 16 November 1965 MEMORANDUM FOR THE RECORD Morning Meeting of 16 November 1965 of ORR gave a briefing on Southeast Asia. (See Action 1) DD/I noted Bill Bundy's opposition to having a meeting with Kissinger in intelligence circles. He reported that Bundy intends to call the DCI. He noted a favorable reaction from Walt Rostow on an ORR memo covering the ChiCom economy. He tabled a report on the intelligence production by DDI/DDS&T for Fiscal Year 1965. R. J. Smith noted the GIB items this morning on a possible third CCNE and the delivery of Soviet IL-18's to China. He also reported that the F-101 aircraft lost last night was due to a SAM firing. Kent noted the receipt of a letter to the DCI from General Carroll requesting a SNIE on South Vietnam. He reported that DIA had agreed to a 16 December date for completion of this paper. reported that he had spoken with I concerning 25X1 Ambassador Anderson's questions on the Department's support for the USUN Delegation. The DCI said that he would talk with 25X1 about this. Bannerman noted that the dental health insurance program in the Agency would be cancelled as of 1 January 1966. Houston noted that he will be forwarding a memo to the DCI soon concerning the terminology used in discussions on freedom of space. (See Action 2) Bross reported that Clifford had received the package of China papers prior to his meeting with the President. (See Action 3) Wheelon requested guidance on the number of Agency personnel who should attend the Air Force R&D briefings tomorrow in the Agency. It was agreed that the number would be kept down to 20-25 officers. FitzGerald noted the difference of opinion between Ambassador Anderson to the internal situation in Portugal after Salazar. (See Action 4) FitzGerald initiated a discussion of Viet Cong tactics and expressed his concern as to the meaning of the current "meat grinder" developments. (See Action 5) Executive Director noted that Agency officers will be attending Project HELPFUL today and tomorrow. He noted that the Agency University Associates would be coming to Washington tomorrow and will be briefed for two days. He reported that he would be forwarding to the DCI and DDCI a report on the 100 Universities Program which was in general favorably received. The DDCI reported that he had been informed that had been told that the Indians were developing an atomic bomb. He also noted that McGeorge Bundy had told him that he had been offered a position with the Ford Foundation, as was reported in the press, but that no decision has been made. DCI informed the DD/I that he has further views on the Collection Guidance Staff and will hold further discussions on this matter. ACTIONS: 1. The DCI requested that the DD/I consider drafting a memo on the question of freedom of space. 3.
