Guidelines Set For Purchase Requests
The office of business affairs has set
guidelines to process requests for com-
modities and equipment purchases and
payment of invoices. They are:
?All requisitions for equipment and
commodities requiring bids should be
in the purchasing office no later than
May 20 in order to clear the process
and obtain purchase supervision ap-
proval.
?Any requisitions for equipment and
commodities not requiring bids, such as
state contracts, should be in the pur-
chasing office by June 1.
?Any requisitions not included in the
aforementioned categories should be in
the purchasing office by June 24.
?Requests for payment of obliga-
tions not encumbered by purchase ord-
ers should be submitted to the
comptroller's office no later than June
22 to guarantee payment from this
year's budget.
The business affairs office also asks
that you process receiving reports and
partial payment forms as quickly as
possible so that the comptroller's office
can clear the books for fiscal year
'87-88.

influential business and civic leaders along with a number of

your views on our national intelligence functions.

The Center for International Security and Strategic
Studies at Mississippi State University would like to take
this opportunity to extend to Director William H. Webster a
cordial invitation to speak at our Executive Lecture Forum.
The Executive Lecture Forum is comprised of a distinguished
group of Mississippi's most prominent business and civic
leaders and holds its meetings in Jackson, our State's
capital.
The purpose of our Executive Lecture Forum is to
provide Mississippi's leading citizens with a forum for an
exchange of views with high government officials on
critical global security issues. Several times each year
we invite distinguished national and international speakers
to come to Mississippi and speak to this group. Past
speakers have included General James A. Abrahamson,
Director, SDIO; Air Commodore Sir Frank Whittle, the
inventor of the turbojet engine; General Pierre M.
Gallois, principal advocate of the French Nuclear Weapons
program; His Excellency Emmanuel de Margerie, Ambassador
of France to the United States; and His Excellency Herman
Eehennin, Ambassador of Belgium to the United States.
Should Director Webster be able to speak to this
group, his audience would possibly include our new Governor
and other State officials. We very much hope that Mr.
Webster's busy schedule will allow him to visit
Mississippi. However, in case he is unable to come, we
would appreciate it if the Deputy Director, Mr. Robert
Gates, could address our Executive Lecture Forum. The best
time for us would be either during the month of February or
April, 1988, but we will adjust our schedule to fit any
time convenient for Mr. Webster or Mr. Gates.
