MEMORANDUM FOR: Deputy Director of Central Intelligence
Acting National Intelligence Officer for Economics
SUBJECT: NSSD 2-86: Soviet Initiatives in International Economic
Affairs
1. In response to your question on my memorandum on NSSD 2-86, the
study indeed will look into the potential for Soviet meddling in a new
venture.
-- Part of the study will review past history of Soviet participation
in international institutions--UNCTAD, UNESCO, ILO, WHO, FAO,
ICAO--to see which they have politicized, what_contributions they
have made, and what their substantive positions were7.
-- The second part of the study will try to anticipate future
initiatives and gauge motives whether meddling, technology
transfer, etc.
2. SOVA is now drafting part 2 of the NSSD; the deadline for prepara-
tion is still 15 October. If, as the NSC assumes, Gorbachev.is going to
Reykjavik solely to see if there is any flexibility in the U.S. position on
arms control, the schedule for NSSD 2-86 is viable. If, however, you
believe there is a possibility that Gorbachev will suggest that we also
focus on ways of improving economic cooperation, the President would be well
served by getting a preview of the SOVA analysis before formulating language
for agreeing to such an agenda item.

SUBJECT: Initial Meeting on NSSD 2-86: Soviet Initiatives
in International Economic Affairs
1. Steve Danzansky chaired the initial meeting today on NSSD-2. The
questions are (a) what are the Soviets up to and why, (b) what new
initiatives (such as the GATT demarche and joint enterprise offers) might we
expect, and what should be the U.S. response?
2. The exercise is geared to providing a Community view prior to any
summit. There was no sense that the U.S. should respond favorably on any of
the items discussed such as GATT or the IMF. NSC apparently wants to reduce
the risk of surprises from Moscow and make sure there are no loose ends in
the policy community.
3. DDI/SOVA will contribute major portions of the study which is
currently scheduled for completion on 15 October.
