CIPC Organizational Activities
? During the week, the working groups continued at an active pace. Soviet
Submarines, Contingency Operations and Force Multiplier met yesterday.
? The China Follow-up report is nearing completion. I plan to forward it to
you along with the 30 June CIPC meeting agenda, tomorrow, 12 June.

We now have two candidates for
NFIP Support for Contingency Operations -

25X1 ? The working group met on 5 June to hear briefings onl ~ to
sensitive military/paramilitary operations and DIA's National Military
Intelligence Support Team. On 10 June, the working group was briefed on
DIA's crisis management system and State's role in contingency
25X1 operations.
? Last week, after reviewing an outline, the working group decided the study
would focus on selected key issues and not on documenting how the various
elements provide support to contingency operations. A new study outline
is being prepared, and it along with request for inputs, will be handed
out to members in the near future.
? As the magnitude of the task confronting the working group has become
clearer in recent weeks, it also has become apparent to the members that
two months is not sufficient time to develop a worthwhile study.
Therefore, the working group's chairman is preparing a memorandum to you
spelling out why it will take a little longer to complete the study than
planned. To ensure that you and the DCI are kept fully informed of
group's progress, an interim report will be prepared by early July.

agreed to provide us what we need before the next scheduled working group
25X1 meeting on the 24th, so that0 can task the other members to go after
any substantial gaps in our data. This delay has put the
working group schedule in jeopardy, but - and some of the other
working group members' initial hostility toward the CIPC study has largely
dissipated for the time being.
? In the meantime, Rich and Carlos are attempting to gather inputs from SDI
policymakers and some organizations within the Community that we have good
reason to believe did not submit useful responses to the PPS-drafted
memorandum from the D/ICS.
25X1 ? It is worthy of note that told the working group that he plans to
brief the DCI and NFIP on his efforts in about two months once he has
cleared his summary of the inputs with the submitting components.

? Mark continues to report good progress in programming the CSEM model.
? At yesterday's working group meeting, Tony received from and discussed
with the working group members their proposed changes to the TOR for the
