The interim report on NFIP Support to Contingency Operations was forwarded to the DCI on 18 August. The final report is scheduled to be completed by late September. 25X1 ? Jim and Ray met with) A/NIO Narcotics, and discussed the Intelligence Community's posture on narcotics. ? During the week Jim continued to make courtesy calls on Intelligence Community and ICS officials. ? I have completed interviewing candidates for to discuss with you. position--need ? We will have nearly a full staff this week, most of them have or are scheduled to return from leave this week. Intelligence Support to SDI Study - ? There were several significant developments on the SDI study last week. On 12 August Rich acquired a good written input from TTIC. 25X1 ? (the SDIO's Assistant Director for Strategic Information and Concepts) visited us on 13 August. He seemed to he looking forward to the CIPC study and offered his and his staff's help to Carlos and Rich in preparing the study. 25X1 ? On 14 August, PFIAB Executive Secretary, briefed Jim, Ray, 25X1 Carlos and Rich on the progress of the PFIAB study on SDI. said that the PFIAB effort would probably conclude in October, b e was unsure whether or not it would result in a formal report to the President. In any event, he invited Carlos to get in touch with the 25X1 principal staffer, later this month for more details. 25X1 ? Finally, also on the 14th, provided Rich a copy of his summary of the Community's response to the SDIO's intelligence requirements, together with a draft memorandum from D/ICS to D/SDIO. His summary will satisfy the bulk of our needs for input to the collection portion of our strawman report. The PPS report has some interesting suggestions on production. It contains very little useful information on the Intelligence Community's responsibility in supporting the SDIO, however, it will serve our purposes in conjunction with the working group's research in that area. ? The bad news is that the draft memorandum from the n/ICS to P/SDIO virtually ignores the CIPC study effort and the summary itself is in no way ready to go to the senior IC officials. ? In addition, Rich has read and discussed the PPS report with) and concludes that: The report includes many unsubstantiated findings loosely extrapolated from an incoherent set of responses. seems to agree it needs coordination at senior levels of IC components but he seems to want to do this by the D/ICS sending a draft out to the Community for written comment. We maintain that the CIPC SDI Working Group needs to work out more authoritative conclusions and recommendations for the DCI. We have no problem with PPS sending, via D/ICS, the D/SDIO a status report on the initial Community reaction to the SDIO's statement of intelligence requirements, even to include some findings as long as the latter are identified as tentative.
