1. This in response to D/OIR's memo, dated 8 May, Subject:
Thoughts on Reducing Bureaucracy.
2. D/OIR suggests that handling property lease arrangements
through the General Services Administration (GSA) is a "most
troublesome bureaucratic stumbling block." His complaint is
valid but does not tell the entire story with resoPot to thp

3. There is precious little that we can do to reduce
bureaucracy in GSA--somewhat presumptuous, in my opinion, to even
suggest such an unrealistic option. Furthermore, I do not
believe that was the DDA's intent when he asked for suggestions
to reduce bureaucracy.
4. We are putting tremendous pressure on GSA to solve the
Map Library situation and, in fact, have in hand three potential
relocation sites. We have, of course, kept OIR informed of these
developments.

describes an incident with GSA and space
acquisition.
Could you ask someone to look into this
and give me a call with any additional back-
ground information or suggestions. Bill would
like to resolve as many problems as possible
which are identified in these "reducing
bureaucracy" responses.

1. The most troublesome bureaucratic stumbling block that the Office of
Information Resources has had to face since it was established in June 1986
has been the General Services Administration and its ineffectiveness in
handling a property leasing arrangement for OIR's Map Services Center (MSC).
Although this is not the first time you have been alerted to this problem, its
seriousness makes it worth repeating.

SUBJECT: Thoughts on Reducing Bureaucracy
4. Also troublesome, although on a different scale, is the Agency's
position management and classification process--a cumbersome process which
provides managers little control over their personnel resources. This issue
is not a new one; however, with the inauguration of a new compensation system
which would be based on a variety of skill levels and job categories, there is
the opportunity for much needed change and more flexibility in a new system.
