Late last year, the Department of Energy (DOE) commissioned an
outside study team, led by Rear Admiral Sumner Shapiro, former
Director of Naval Intelligence, to conduct a comprehensive survey
and analysis of intelligence and related programs throughout the
Department.- The study's principal conclusion was that while DOE,
and the National Laboratories in particular, are making important
and often unique contributions to the national intelligence effort,
the Department has both the charter and the capability to play an
even greater and more significant role as a member of the
Intelligence Community. The study team recommended a number of
measures with regard to organization and resources designed to
improve management of intelligence and related activities throughout
the Department, and thereby enhance DOE's intelligence posture. The
Secretary of Energy has accepted the principal conclusions and
recommendations of the study team and steps are already being taken
to act on them. Mr. Robert J. Walsh, Deputy Assistant Secretary for
Intelligence, will be coordinating all actions both within and
external to the Department in implementation of the study's
recommendations.
One immediate result of the study has been the designation of
Mr. Walsh as the Department's Senior Intelligence Officer. As such,
he will have oversight responsibilities for all intelligence and
related activities within DOE. The intent is not to disrupt or
impede the many fine direct relationships that exist among various
DOE offices and field elements and their counterparts in the
Intelligence Community but rather to provide a focal point for
purposes of communication and coordination.
My purpose in bringing this to your personal attention is
two-fold:.. to advise the Intelligence CommItnity, through you, of
DOE's commitment to assure a more active role to support the
national intelligence effort and to solicit the Community's and your
understanding and support as we proceed along that path.
