Per previous staff meeting discussions, and FBIS suspense sheet, a meeting
was held this afternoon in my office to discuss possible revisions of
FBIS sourcelines to increase consumer understanding of FBIS sources.
Present besides myself were of the Editorial Division,
of RPD, and ;. After an
extensive discussion, it was the consensus that present sourcelines are
for the most part adequate and that no radical changes are in order, but
that an effort should be made- to educate FBIS consumers concerning FBIS
sources in general and the moaning of the various symbols and other
identifying devices in particular. We agreed that changes in present
sourcelines would probably create additional problems and confusion. It
was decided that the most effective moans of enhancing consumer awareness
was to prepare an FBIS brochure, or instruction manual, which would include
a list of press agencies monitored by FBIS, an explanation of the meaning of
specific terms such as domestic service, international service, and clandestine,
as well as a statement such as that now printed in the inside covers of the
DAILY REPORT cautioning consmers about drawing unwarranted conclusions as to the
dissemination of any particular item because of the source used in the report.
This brochure, which will be prepared by the Editorial Division and FOS, with
the concurrence of My will be sent to all area (colored) book subscribers,
and reissued at future dates as circumstances warrant. I will follow up on
this matter, and believe that it can now be deleted from the suspense sheet.
