1. In reference (a) the President, Naval War College, requested a recon-
sideration of the decision expressed in reference (b) that it was no longer
feasible for the Central Intelligence Agency to provide the Naval War College
with the type of translations of Japanese Naval Records as previously provided
and as still requested in references (c) and (d).
2. After careful reexamination of our available facilities for service
of this nature, it is necessary to reaffirm the fact.that it will not be
possible to provide the translations requested at any time in the near future.
The increasing demands for translations of an urgent nature in connection with
current technical and strategic problems now require the full effort of all
available qualified personnel.
3. Our translation facilities will be expanded to the extent possible
under budget and personnel ceiling restrictions and the availability of addi-
tional qualified individuals for employment with this agency. However, priority
considerations will still obtain, and matter oi historical important to indivi-
dual agencies will necessarily have lower priority within our capabilities than
matters of current importance to national security. Such historical translation
service as can be provided under priority considerations will, however, be made
available as soon as our personnel situation will permit.
