1. The following action has been take4 to establith and put
Pacific =3 in operation:
a.sept 7, Pacific AIRS established at Camp flit:Chia, Md.
b. Sent 14 Adjutant General issued orders directing Army
theater commanders to send all captured Japanese
docunents to IUD ashington.

2. Drafts of proposed letters have been prepared requesting:
a. A. C. of Intelligence, AAli. to provide an initial
allotment of personnel consisting of riva officers and IR enlisted men
far exploitation of documents pertaining to Japanese aviation.
b. IA/ to initiate notion to have all documenta captured
in Navy theaters, pertaining to Japanese aNi4tion, transmitted to MD.
3. the following action remains to be taken:
n. Request DMI to initiate action to ttnnsmit Japanese
documents pertaining to Javanese around forces, captured in :levy
theaters, transmitted to MID.
b. Request DNI to provide an initial allotment of personnel
consisting of five officers und 12 enlisted men (for the exploitation
of documeats pertain( nc to Japanese aviation).
o. Request A. C. of A. S. (I), RAF, to initiate action to
have all captured documents pertaining to Japanese Air :Aarces Which
fall into the bands of the RAF. transmitted tolUID.

d. Request A. C. of A. S. (I), RAI. to provide an initial
allotment of five officers and 12 enlisted man for the exploitation
of Japanese documents pertaining to Japanese aviation.
e. Consummation of Proposed Agreement with Del (Tab A)
providing:
(1) Action to have British theaters send all captured
documemte pertaining to Japanese Ground Forms to MID.
(2) An initial allotment of British personnel consisting
of six officers and 60 enlisted men for the exploitation of captured
documents pertaining to Japanese Ground Force..
f. Establish formal liaison, with technical intelligence
services of ASP.
4. Personnel requirements for the exploitation of all captured
Japans.. documents sill be based on the volume of raw material
received together with results obtained therefrom. Several months
of operational experience will be required to determine these facts.
Since large quantities of Japanese documents are being captured and
our knowledge of the Japanese Armed Forms is incomplete, the results
will be of considerable value. Experience in SNP& indicates that a
larger nunber of specialised language personnel is required for the
exploitation or Japanese documents than for equivalent exploitation
in other languages.
S. The British have the only available untapped source of highly
qualified Japanese language speoielists. These are the Canadian nisei,
a Class not accepted in the British Armed Fero's. Considerable time
Will be required to examine and promos this personnel and to give
them elementary military training. Per the Above reasons, it is
believed that the nuMber of language personnel now requested should
exceed presently foreseeable requirements to provide against
inevitable delays in future procurement. Since the British probably
have no facilities for handling nisei, it is surgested that the
facilities of the MISLS (Port Snelling) be made available for their
training in order to save time.
6. It is recommended that Proposed Agreement with GNI (Tab A)
providing for transmission of captured documents and participation
of British personnel be consummated.
