Herewith is a communication from General
Odmun to General.Bissell. It has as a part thereof
an agreement which is to be consummated by
General Bissell with General Sinclair.
The attached paper stunmariaes briefly the
plan for implementing Pacific MIRS. The discussion
in the paper is presented in such a way that the
basic communication may be shown to the DMI.
The attached paper has been closely coordinated
with the various groups of the Policy Staff, and
the agreement thereto was actually drafted by
them.
