SUBJECT: SENATOR CHILES' INITIATIVE ON CUBAN INVOLVEMENT
IN NARCOTICS TRAFFICKING
2. MISSION HAS STUDIED WITH INTEREST SENATOR CHILES'
REQUEST TO PRESIDENT REAGAN FOR U.S. TO BRING CUBA'S
ALLEGED SUPPORT FOR NARCOTICS DEALERS INVOLVED IN
SMUGGLING DRUGS INTO THE U.S. AND OTHER COUNTRIES IN THE
HEMISPHERE TO THE ATTENTION OF THE INCB, UNFDAC AND
UNDND. MISSION BELIEVES THAT THE CHARGES ARE SERIOUS
ENOUGH TO WARRANT A THOROUGH INVESTIGATION. ANY FINDINGS
FROM SUCH AN INVESTIGATION WHICH WOULD SUPPORT A CREDIBLE
CASE AGAINST THE CUBAN GOVERNMENT COULD THEN BE BROUGHT
BEFORE THE UN AND OAS AS A VIOLATION OF CUBA'S OBLIGATION
UNDER INTERNATIONAL LAW TO REFRAIN FROM ACTIONS INJURIOUS
TO OTHER SOVEREIGN STATES. HOWEVER, MISSION SUGGESTS
THAT U.S. REPRESENTATIVE IN VIENNA BE CONSULTED ON
WHETHER IT WOULD.BE APPROPRIATE TO INVOLVE THE UN'S
TECHNICAL AGENCIES FOR NARCOTICS CONTROL IN THIS MATTER.
3. USUN BELIEVES THAT IF THE EVIDENCE IS CONVINCING AND
CONCLUSIVE IT COULD BE USED BY THE USDEL DURING THE 39TH
UNGA AND AT THE OAS TO PUBLICLY INDICT THE CUBAN
AUTHORITIES. THE MISSION REQUESTS THE DEPARTMENT TO
EXPLAIN TO THE OFFICE OF SENATOR CHILES, AND ANY OTHER
INTERESTED MEMBERS OF CONGRESS, THAT AT THIS POINT USUN
CANNOT COMMIT ITSELF TO ANY SPECIFIC ACTION WITHIN THE
UNGA UNTIL WE HAVE RECEIVED THE EVIDENCE THAT WOULD BE
NEEDED TO SUPPORT OUR CASE AGAINST THE GOC, BUT THAT WE
FULLY CONCUR WITH THE SENATOR THAT ANY ILLEGAL ACTIONS BY
THE CUBAN AUTHORITIES OUGHT TO BE BROUGHT TO THE
ATTENTION OF THE UN AND THE OAS. THEREFORE, IF A
CONGRESSIONAL RESOLUTION ON THIS MATTER IS LIKELY TO BE
INTRODUCED, USUN HOPES THAT IT WILL BE DRAFTED SO AS TO
ALLOW THE MISSION MAXIMUM LATITUDE IN THE MANNER IN WHICH

4. COMMENT: IT IS UNFORTUNATE BUT, NEVERTHELESS, TRUE
THAT NOT EVEN CONCLUSIVE EVIDENCE CAN ASSURE THAT THE
U.N. WOULD EVEN CONSIDER TO DISCUSS MATTERS THAT ARE
OPPOSED BY THE THIRD WORLD IN CONJUNCTION WITH THE SOVIET
BLOC. THE U.S. DOES NOT HAVE THE VOTES NECESSARY TO
INSCRIBE AN ITEM IN THE U.N.'S AGENDA. THEREFORE, USUN
IS PESSIMISTIC ABOUT THE LIKELIHOOD OF SUCCESS. BUT WE
ARE WILLING TO GIVE IT A TRY. AT A MINIMUM WE CAN USE
THE INFORMATION IN A SPEECH IN THE THIRD COMMITTEE TO
EXPOSE THE ILLEGAL ACTIVITY OF THE CUBANS. IT WOULD
OBVIOUSLY TRIGGER A HEATED DEBATE WITH THE CUBANS WHO
MIGHT WELL ACCUSE THE U.S. OF BEING THE LARGEST CONSUMER
OF DRUGS IN THE WORLD AND MAINLY RESPONSIBLE FOR THE
INTERNATIONAL DRUG PROBLEM, AS, IN FACT, HAS ALREADY BEEN
ARGUED IN THE THIRD COMMITTEE. IT SHOULD ALSO BE NOTED
THAT MANY OF OUR CLOSEST FRIENDS (I.E. PAKISTAN,
THAILAND, TURKEY, COLOMBIA, PERU. ECUADOR AND OTHERS)
WOULD OBVIOUSLY FEEL UNEASY ABOUT THE U.S. INITIATIVE SO
THAT WE SHOULD COUNT ON EVEN WEAKER SUPPORT THAN IS
USUALLY THE CASE WITH NARCOTICS CONTROL ISSUES IN THE
U.N. END COMMENT.
