speaker at the 544th Strategic Intelligence
Wing's 1987 Dining-In here at Offutt Air Force
Base on the evening of 7 November 1987. The
theme of this event will celebrate the 200th
year anniversary of the signing of the Consti-
tution of the United States. I believe it
especially appropriate, in light of the intelli-
gence capabilities that will reside at Offutt,
that this occasion be commemorated in the special
