SUBJECT : Recommendations of papers for Autometrics Award
In response to your request, PID personnel have reviewed the
literature in journals and professional bulletins for the calendar
year 1963 in search of outstanding papers in the field of photo
interpretation. Very little has been published in the open literature
about photographic interpretation on the level at which it is performed
in NPIC. The bulk of the technical literature is in those specialized
sciences which are integral parts of the art of photo interpretation,
i.e. films, cameras, photogrammetry? lenses, etc. The papers listed
below were selected for being the best in these fields which have
impact on the photo interpretation process either directly or
indirectly.

TO: Members of ASP PI Awards Committee
Names and addresses of the seven members of the PI Awards Committee
are shown in Enclosure 1. To facilitate future planning and clarify the
terms of members, I have indicated the relative seniority and expiration
dates for the term of each member. Each year the two members with the
highest numbers drop off of the committee and are replaced by the latest
winner of the FMA Award who is assigned number one, and a member appointed by
the Society President. The appointed member assumes number two and all in-
cumbent members of the committee assume numbers two digits higher, ac-
cordingly.
Note that the provision in the FMA Deed of Award that the current
award winner will assume number one, means that this committee will -
beginning the year after next - consist of the four previous award winnet's
and three members appointed by the Society President.
This year, and this year only, the PI Awards committee will select
the winner of both the FMA and Autometric Awards. The Autometric Deed
of Award stipulates that the members of the award selection committee
shall be selected in much the same way as for the FMA Award. As a result,
two committees will be necessary next year.
The FMA Award Committee will be staffed as outlined in the first
paragraph of this letter.
In all probability the Autometric Award Committee will be staffed as
follows. The first award winner (selected in 1964-65 will have the low
number (1). A member appointed by the committee chairman will have number
2. The other five members will be Messers Colwell (3), Truesdell (4),
Lundahl (5), Lorenz (6), and Chartrand (7). At least that is how I in-
terpret the Deed of Award.

The FMA - Award is presented in recognition of single, or continuing,
outstanding contribution to the United States and photographic interpre-
tation. Value to the United States need not mean the exclusive value of
the U. S., but is equal in importance to the scientific contribution of the
work. Contributions during the last three society years (often considered
on a November through October base) may be considered. Group awards are
permitted.
The Autometric Award is presented in recognition of the outstanding
technical writing on photographic interpretation published in the United
States or Canada during the preceeding year, "one year removed". Thus,
the award presented in March 1965 will be for a publication dated in calendar
year 1963. (Actually, the Deed of Award is contradictory in Paragraphs IIIa
and Md, but let's proceed as above if there are no objections.) To be
considered, "the piece of technical writing, in complete form, must have been
published in a journal or bulletin of one of the national engineering or
scientific societies". While the award winning article may be the result
of work by several individuals, "The award is limited to individual author-
ship by the principal investigator and will be based upon his exposition of
the subject".
Either award may be won by a person who is not a member of ASP. (We
might try to recruit him, however.)
Since the committee will not meet before the Annual Meeting in March
1965, each of us needs to keep the rest informed. Nominations for either
award can be made at any time. Should one of you care to make such a nom-
ination send a copy of the nomination and pertinent supporting remarks to
each member of the committee. I will do the same for nominations received
from outside of the committee.
As in the past, each committee member will be asked to vote for first,
second, and third choices and this year we will have separate ballots for
the two awards.
Let's shoot at December 1,1964, as the date of our first ballot on the
Autometric Award because we must narrow the field to three papers by
December 15.
