MISSION STATEMENTS
Headquarters Staff
Office of the Director
Responsible to the DD/S&T for exercising command and
direction of all OSA units and assigned.supporting forces.
Commands, directs, and controls NRO assigned projects in
'response to the NRP.through the DD/S&T.
Registry
' Responsible to the Executive Officer for records
administration and document control (except for exempted
classes) for OSA..
Security Staff
Responsible to the D/SA, for development, direction and
adminstration of plans, programs, policies, and procedures
to provide security control of OSA in its sensitive activities.
Maintains liaison and coordination with the Main Office of
Security and other security agencies as necessary for
specialized training, technical assistance, courier support,
classified document management, and protection of personnel
and equipment.
Research & Development
Includes Aircraft, Propulsion, Sensors, and Advanced
Projects Groups. Provides the overall technical management
? of approved overhead reconnaissance programs to that point ?
where the equipment is operational, and continues this
function to insure product improvement, and provides continuing
technical support.

Provides overall technical management of the planning,
? evaluation, and assessments leading toward the proposal
of new overhead reconnaissance concepts and programs.
Comptroller'
Acts as an advisor to the D/SA on matters pertaining to
planning, programming, and management of the Office of
Special Activities.
Responsible for the development of policies, programs
and procedures which promote sound management practices and
cost effectiveness.
Responsible for staff supervision of activities engaged
in industrial auditing, contract management, budget and
programming, management analysis, financial operations,
manpower utilization, and travel support.
Materiel
Staff advisor to the D/SA, for matters pertaining to
logistics. Responsible for planning guidance and surveillance
over project supply and maintenance activities. Monitors
field and contractor maintenance functions affecting aircraft,
their avionics and systems and associated support.
Responsible for staff control over the construction and
repair of facilities. Schedules,' directs, and monitors
modifications to "in-use" equipment and systems.
Operations
Acts as principal advisor to the D/SA, for operational
matters. Responsible for timely and productive overhead
reconnaissance operations. Responsible for effective
utilization of assets including vehicles, systems, and
supporting elements. Responsible for the operational

control of domestic and overseas detachments.
Develops plans and programs to insure operational
readiness of OSA assets. Satisfies target requirements of
the Committee on Overhead Reconnaissance (COMOR) within
bounds established by the 303 Committee or equivalent
approving authority.
Provides staff supervision of activities engaged in
Command/Control, operational planning, automatic data
programming and processing, operational intelligence, weather
data collection and forecasting, and communications.

conduct supersonic overflights of denied territory to
collect photographic and electronic intelligence data.

Responsible for maintaining a dual staging capability
fol.' the U-2 Aircraft to conduct reconnaissance overflights
of denied territory for collection of photographic and
electronic intelligence data.
Station "H"
Responsible for conducting reconnaissance overflights
of Communist China and other Far East Areas, utilizing
Chinese pilots from one home base and one staging base to
obtain photographic and electronic intelligence data.

Eielson Air Base
Kadena Air Base
Responsible for maintaining a capability to support OXCART
mission aircraft and/or KC-135 tanker aircraft as directed.
Beale Air Force Base
Responsible for supervision and testing of special fuel
stored at Beale AFB and for coordinating quality control of fuel
in KC-135 tankers in support of OXCART flights. Home base of
tanker fleet.
