Morning Meeting of 4 January 1966
of OCI gave a background briefing on Singapore.
The DCI extended his thanks for the holiday message of greeting
sent to him by those who attend the Morning Meetings.
R. J. Smith reported on Sukarno's travel plans and on preliminary
readout of the take fromi Coverage includes Lop Nor, 25X1
continuing construction at the ChiCom missile test center, and an
installation believed to be related to long-range SAM's at Sverdlovsk.

DD/S reported receipt of an instruction from the Administrator
of GSA directing that structural steel be purchased at the lowest possi-
ble price. This relates to current Government efforts to deal with
the rise in steel prices.
DD/S reported on the move this week into the Magazine Building
in Rosslyn. This includes a move of some of the Personnel units
from 16th Street. Arrangements have been completed to provide
interim housing for single girls at the Park Arlington Apartments.

At DCI inquiry reported on his and Cline's meeting with
Senators Symington and Jackson in0 and Symington's favorable 25X1
impression of Agency work in the course of his tour of Far East
stations.

At DCI inquir xplained that Senator Russell and
Representatives Mahon and Rivers have not picked up our invitation
to brief them. DCI said he had talked with Senator Russell recently
on the telephone.
Executive Director noted current Government-wide work spear-
headed by the Civil Service Commission in dealing with equal employ-
ment in the light of new laws. , who is the Employment
Policy Officer, has been authorized to meet with each of the Deputies
to discuss selection of an officer in each Deputy Directorate to work
with him on this subject. and these designees will attend a
Civil Service Commission training course from 17 through 21 January.
DDCI reported on a telephone call from McGeorge Bundy yesterday,
almost certainly at Presidential instruction, asking that Agency
officers not comment on the current peace offensive, particularly in
any conversations with representatives of the press. An Agency notice
and instruction to the field were issued yesterday. DD/P noted that
the State Department has issued similar internal instructions.
DCI referred to Ambassador Lodge's current suggestions for
agenda items al eeting later this month. He said he
believed the Agency should review this agenda and make appropriate
contributions. He asked Mr. Helms to deal with this. *
ACTIONS:
1. DCI suggests preparation of a paper outlining the scope and
rationale of the development of military bases east of Suez, particularly
in the Maldives. (DD/1 by 11 January)
DCI requests consideration of the preparation of a SNIE on
this subject as a means of contributing to current and forthcomin
g
strategy reviews. (DD/I - Status report by 10 January)
2. DCI requested advice from DD/S&T and Sheldon, who will be
meeting with DCI later today, on the status of NRO organization and
staffing. (In the course of the day)

3. DCI, who is scheduled to meet with D/DCI/NIPE tomorrow,
wants to discuss long-range planning within the Intelligence Community
and any other means of enhancing the DCI's coordinating role within
