DD/I and Bross discussed the current status of matters pertaining to the NATO intelligence working group. General Burchinal of the Joint Staff is chairing a meeting in the Pentagon tomorrow morning for further discussions. f OCI will represent 25X1 the Agency. DD/I noted a new NSA intelligence publication, this one a weekly entitled Southeast Asia SIGINT Digest. It was agreed that Bross would confer with the DDCI with a view toward straightening out problems created by the NSA intelligence publications. R. J. Smith tabled copies of a joint CIA-DIA. memorandum on the implications of the strategic missile expert as a member of the Shelepin delegation in Hanoi. A gist of the memorandum is carried in this morning's CIB. It was agreed that copies of the entire memo- randum would be disseminated by special messenger this morning with a covering note over the DCI's signature. Smith described the accidental death last night of a nephew of the Dominican Republic's ex-President Raphael Bonnelly. There appear to be no political implications. reported that George Lodge, son of the Ambassador, made a recent appearance on the NBC Today television show and gave a de- tailed account of the PAT program in favorable terms. Arrangements are being made to get a copy of the transcript. Ireported on a meeting with Glenn Smith, staff man of the Senate Preparedness Subcommittee who went to Vietnam with Senator Jackson recently. According to Smith, it is Jackson's view that CIA elements in Vietnam are head and shoulders above other elements there. Houston noted that Senator McCarthy, who made a recent trip to Europe, is coming to the building for breakfast at 0800 hours on 11 January. He suggested that DDQI and DD/P attend the breakfast. Houston reported that a briefing given by Agency officers on oceanographic matters was received with interest by Representatives Keith of Massachusetts and Rogers of Florida. The two are planning a trip to the USSR. Houston reported that, following a suggestion made to the DCI by Representative Teague, Representative Dadderio of Connecticut has been invited to come to the Agency for a chat. Houston reported word that Senator Russell plans to schedule a subcommittee briefing by the DCI in the near future. In this connec- tion, Houston suggested that the Deputy Directors give thought to including topics pertaining to Agency matters for briefing our Con- gressional committees. Houston raised the question of informing our committees or staffs of our committees about the recent OXCART accident. The consensus was that we should wait a week or so in the hope that this subject can be covered in the course of full briefings given by the DCI to our com- mittee s. Sheldon gave the DCI some background on subjects likely to be raised by a commercial aviation official seeing the DCI this morning. DD/P reported that the EE Division will be dissolved effective in June. In place of the EE, WE, and SR Divisions, there will be a Europe Division and a Soviet-Eastern Europe Division. The Greek problem will be assumed by the NE Division. 21 Executive Director read a letter from the Vice President extending thanks for the intelligence support provided to the Vice President during his recent trip through the Far East. DDCI said that Secretaries McNamara and Vance desire to hav remain for the foreseeable future and all hands are urged to provide maximum support to DCI reported on a telephone conversation with Secretary Vance and our agreement to lend two Agency U-2's to SAC for reconnaissance operations over North Vietnam. Our U-2's have superior capabilities.. DCI stated the importance of providing transitional pilot training in connection with this loan. ACTIONS: 1. Noting a scheduled meeting with OS, Saigon, later this morning, DCI asketo advise as soon as possible by telephone on the status of various operational matters, including the jungle bomb, plans to improve communications from various Agency-sponsored teams in Southeast Asia, the use of beacons as homing devices along trails in Laos, and the patch test.
