Morning Meeting of 17 January 1966
of OCI gave a background briefing an Algeria.
DI?/I noted that queries and requirements had been given to the
Saigon station and NSA for information pertaining to the level of in-
cidents -and infiltration in South Vietnam since the bombing pause.
Replies are in and are being assessed. The preliminary view is
that there has been no real lull in Viet Cong activity. DGI asked
that the study of VC incidents include descriptions of their type and
nature and that the study describe the patterns of previous "lulls. "
Godfrey noted a Washington Post story today pertaining to a
pledge of loyalty to Sukarno by Indonesian military leaders. There
is no confirmation of this, but it would not be considered surprising
and is not seen as a "capitulation" to Sukarno.
Kent reported on discussions that he,
had had with Secretary McNamara on 14 January concerning the
Secretary's request far an assessment of bomb damage in North
Vietnam. The Secretary agreed to a six- to eight-week time period
for preparation of the report. He invited Kent and Company to get
access to all necessary inside information, and this will be the
subject of follow-up today in convexsations with General Robert
Taylor and Admiral Mustin, the latter of the Joint Staff.
Kent noted a request by Bill Bundy for a BNE memo, due the
morning of 20 January, addressing the consequences of the resumption
of U. S. bombing strikes against North Vietnam as well as the con-
sequences of deferring indefinitely such a resumption.

Sheldon for DD/S&T reported that there will be a
D
launch on 19 January and a GORONA launch on 24 January.
Sheldon noted that the Committee of Principals will meet on 18
January to discuss certain nuclear matters pertaining to a threshold
proposal. Don Chamberlain is prepared to brief the DCI prior to
the meeting.
The IG reported that work will begin this week on an intelligence
requirements survey. All components of the Agency will be approached.
The IG noted that there ma be some delay in beginning the Agency
procurement survey. ill be ready to participate about
14 February. Certain preliminary actions and steps will be taken in
the meantime.
DD/P noted receipt of view that the recent
alarming embassy telegram from Rhodesia was exaggerated. It was
noted that the CIB carries a balanced assessment on the Rhodesia
situation and outlook.
DDCI noted that favorable comments made by Senator Symington
.concerning the Agency on 14 January were carried in the wire service
but not in the local newspapers.
DCI reported on his lengthy meeting with the President on 15
January covering the world situation and Vietnam. Both the President
and the DCI expressed their full confidence in the competence and
work of the Agency.
DCI referred to the "tough year" ahead and asked all in attendance
to join with their associates in recognizing the challenges that will

policymakers. The DCI said that our most important function is to
ensure that objective facts and Agency views are available to policy-
makers in a timely way so that these will receive full consideration
before decisions are made.
