I have forwarded to you today a memorandum requesting certain officer and enlisted personnel from the Navy for research work on air documents, pursuant to the agreement between the Service members of the Joint Intelligence Committee approved by the Joint Chiefs of Staff on 2 August 1944. In making this request I was cognizant of the problems confronting you in connection with Japanese linguists. 2. The parpose of this memorandum is to request your aggreement to the establishment at Camp nitchie of a Joint Army-Navy documemt research set up to handle all documents from all Theaters opposing the Japanese. We arc confronted with a situation where best use must be made of the limited personnel available qualified for Japanese document rork. By pooling our translators and establishing the activity at Ritchie, where we are free of the restrictions imposed on personnel in the District, we can make the most effective use of our resources. I gathered from our conversation of a few days ago that you would favorably consider such an arrangement. y document section at Ritchie is functioning and is being expanded. 3.
