DD/I said he would meet with DD/P and Chairman of the Board of National Estimates to develop procedures for meeting the request. DD/I noted two recent Agency clandestine reports, both of which served as items for treatment in the CIB and President's Daily Brief. One deals with Yugoslav attitudes toward ChiCorn policies and the other with Communist-sponsored insurgency in Thailand as related by two captured insurgents. DD/I noted a request from Bill Bundy for an analysis of the public and private actions and reactions since the bombing pause by Moscow, Hanoi, and Peking. DD/I noted that the Domestic Gontact Service is arranging to debrief tivha is currently in Paris discussing mutual space matters with French scientific and research officials. DD/I tabled a memo done jointly by DD/P and DD/I on the Cohen- Kroger prisoner exchange. It was agreed that the memo should be given a special dissemination to top officials in the Departments of State and Defense, to McGeorge Bundy, and to J. Edgar Hoover. Godfrey reported on indications that the Tashkent agreement is posing internal difficulties for Ayub. Consulate might be next. Godfrey noted word in this morning's press that Lincoln Gordon may be the next Assistant Secretary of State for Inter-American Affairs. All agreed this would be a welcome development. Kent reported that he had met with General Taylor of DIA and Admiral Mustin of the JCS yesterday. There are no problems in the Agency's getting access to operational data in order to complete the study requested by Secretary McNamara surveying bomb damage in North Vietnam. Kent noted that the study will entail a considerable amount of NPIC time. 0 had made use of our material on the Soviet Disinformation Service in disposing of certain scurrilous, anonymous letters pertaining to J. Edgar Hoover. Bross reported on conversations with Secretary Vance yesterday. The forthcoming Honolulu conference will deal with manpower problems in connection with U. S, military deployment in Vietnam, and CIA representation is thus not worthwhile. The DCI or his representative would be most welcome at high-level policy discussions to be held sometime in February. Bross noted the agenda for the PFIA.B meetings on 24 and 25 January. A current intelligence briefing,. a description of the U. S. Community effort against China by General Reynolds, and a briefing on Soviet strategic attack and air defense capabilities by Proctor will take place an 24 January. Chamberlain will brief an U. 5. in- telligence capabilities to detect violations of a nuclear test ban or disarmament agreement on the morning of 25 January. DCI will appear on the afternoon of 25 January and is asked to cover DCI coordination of the U. S. intelligence effort and the NRO agreement. Bross will do briefing notes for the farmer and Sheldon far the latter. DCI said he would try to attend all Agency briefings of PFLAB. . If he is not able to do so, he will ask DDCI to attend. Bosch remains strongly anti-U. S. Executive Director reported on the current status of the Public Service Aid Society. An audit report shows it to be in good shape and well supported. 1. Brass is requested to contact General Carroll, General Carter, and Dr. Flax to suggest that it would be helpful to consult with the DCI prior to the President's Board meetings so that DCI is in a position to know the general line of the briefings to be given to the Board.
