I am writing to thank you for the enjoyable lunch last
Friday as well as to reconfirm the Subcommittee's desire to have
you testify at our September hearings on the handling of
defectors from communist countries. At this time, we would like
to have you testify as the first witness on the second day of
hearings on Wednesday, September 16, 1987.
As you are aware from our discussion, the focus of our
hearings concerns the process for handling high-level
communist-bloc defectors., ,The investigation reveals that a
vacuum exists within our government ,for providing assistance to
and utilizing the unique skills\fof many of the defectors and
refugees from Communit countries: Currently, the CIA is funded
to assist only ".ititelligence"-- defectors who meet ?the strict
standards of Sectibn 7 of the 1949 CIA Act. (These defectors are
commonly referred to as 110's.)
Our investigati,o'n has shown that a discreet number of
these non-P.L. 110's and emigres could be of great use to our
government, acadelillia and the public in general. If given the
chance, they cohld write, teach, lecture or do research about the
communist ,systelt and how it operates. Only the Jamestown
Foundation, currently devoted solely to promoting the skills of
these defectors.
Based upon your military, intelligence and foreign area
studies background, we would appreciate your views upon this
issue as well as your recommendations for any remedial actions on
the part of Congress and the Administration. In particular, we
would be interested in you discussing the following questions:

- What unique skills, insights or experiences do the v%
high-level defectors/emigres bring to our country that could be
better utilize?
- How are these defectors/emigres currently being utilized .7
in the Army's FAO, SASO and USARI programs and could their use be
enlarged?
- What is the proper role of the defector/emigre in U.S. /
academia and what particular problems do they face in entering v
it?
- What importance should we place in the third wave .
phenomena and is government, academia, etc. fully utilizing these
individuals?
- What is the current status of Soviet studies in America
and how can the defector/emigre be utilized to improve that
situation vis-a-vis your own discussions at the 1986 Arlie House
Workshop and the need for "quality versus quantity" in the Soviet
studies field?
- What impact does redefection have on our country in
regards to the Soviet Union and are there means currently
available to reduce, though never eliminate, the chances of this
occurring?
- Especially in terms of conventional warfare, what, if
any, role can the defector/emigre play in assisting government
and academic analysts in fostering a better understanding of our
foreign opponents?
- What was the genesis of the current Titles 6 and 8
funding mechanisms and could they be better utilized in a manner
to assist high-level defectors/emigres financially, socially and
educationally?
- In light of the efforts of the current Soviet regime to
consolidate its power over the military, intelligence and
bureaucratic apparatus, would we expect more high-level
defections and if so, how should our country be prepared to
handle these- new arrivals in order to fully utilize their unique
experiences and insights?
Although these questions are quite broad, they are not
meant to be all inclusive. They are offered to focus your
attention onto a number of areas of interest to the Committee
that you may wish to discuss. Please feel free to add or
subtract from the various questions as you deem appropriate.
