This follows up on my letter. of the 19th concerning whether the
NAPA study of civilian personnel systems of the Intelligence
Community agencies will cover the issues addressed by two
legislative proposals affecting DIA employee benefits.
Based on your telephonic advice, I understand that the proposal
to amend the Internal Revenue Code to grant tax treatment of
allowances currently provided to NSA and DIA employees overseas
comparable to that provided to similar allowances of Foreign
Service employees will Indeed fall within the scope of the NAPA
study. In contrast, the proposal to authorize the Secretary of
Defense to provide military attaches with benefits comparable to
those already received by Foreign Service officers falls outside
the scope of the NAPA study, since the study does not examine or
compare uniformed military personnel benefits.
