SUBJECT: Fiscal Year 1988 Procurement Work-In-Process
Status
1. Attachment A compares the volume of work-in-process in the
Agency Contracting Groups, as of 30 June 1988, with the Office of
Finance (OF) Open Commitment Revort for the same date. The report
25X1 discloses an approximate variance between what OF
reports as open commitments and what has been reported by the
Contracting Groups as work-in-process. This can be attributed to
time lag in processing requisitions to the Contracting Teams and
processing awarded contracts to the Contract Information Branch
(CONIF).

2. Attachment A also displays Obligations for FY 1986 through
1988 by quarters. The FY-88 4th quarter projection is based on
our experience in FY 87.
3. The Consolidated Work-In-Process Report, Attachment B,
discloses that approximately 20 percent of the total requisitions
and 31 percent of the total dollars, as of 30 June 1988, were in
the Contracting Teams for more than 60 days. The major cause for
this situation is the processing time involved in soliciting
proposals from vendors; performing cost, technical and management
evaluations; and negotiating the actual contracts. At this point
in time, the Contracting Teams have received the vast majority of
those requisitions which require extended pre-award processing
activity.
