I have no direct knowledge of conditions 25X1 X6 in Shanghai. 2. I am firmly convinced from information available in Hongkong that the average Chinese peasant is much better off under the Communists than he was under the Nationalists. There is no chance that the Formosan Chinese under Chiang Kai-Shek will ever obtain sufficient help on the mainland to be able to get back. 25X1X6 There is certainly dissension at the top among the Communist leaders which could lead to a break-up of the present regime with the assistance of a third force.
