1. I have no direct knowledge of conditions

2. I am firmly convinced from information available in Hongkong
that the average Chinese peasant is much better off under the
Communists than he was under the Nationalists. There is no
chance that the Formosan Chinese under Chiang Kai-Shek will
ever obtain sufficient help on the mainland to be able to get
back.

There is certainly dissension at the top among the Communist
leaders which could lead to a break-up of the present regime
with the assistance of a third force. This would require leader-
ship for this force and this leadership is not in sight.
