Approved For Release 2006/10/20 :tJ 80 IA-RP b''f 6R001500100004-9 25 January 1966 Morning Meeting of 25 January 1966 The DCI reviewed charts dealing with the China intelligence problem prepared at his request for use at the PFIAB meeting this afternoon. It was agreed that f OCI would attend the 25X1 PFIAB meeting with the DCI. The displays are to include a chart on the ChiCom leadership and a sample of finished intelligence publications concerning China. Godfrey tabled a memo on the pattern of large-hatch Soviet ships engaged in trips to North Vietnam. Another such ship is preparing to leave the Black Sea today. The pattern of the activity of these ships is one of normalcy and does not appear related to military supplies. In answer to the DCI's inquiry, he was assured that steps have been taken to ensure maximum coverage of such shipping. I Houston noted that two Senate proposals concerning CIA had been submitted yesterday. One is a resolution from Senator McCarthy which would have the Senate Foreign Relations Committee deal with CIA aspects, and the other is a resolution by Senator Young of Ohio to establish a Joint Committee to deal with the Agency. (See Action 1) DCI noted a recommendation being made by General Maxwell Taylor to the President which would vest the Secretary of State with greater authorities in coordination of U. S. programs abroad and would vest the ambassador in each country with line authority over all elements of the U. S. mission. The DCI had reminded General Taylor of the DCI's responsibility to protect sources and methods, and Taylor said the recommendation to the President would cover this point. (See Action 2) Sheldon reported that the next CORONA shot has slipped again, this time until 3 February. Approved For Release 2006/ 720" CIA=I [ $0t t 6R001500100004-9 DD/P tabled a memo on the contributions made by our Roadwatch teams in Laos on two recent occasions in which they contributed in- formation leading to effective U. S. air strikes. (At this point the DCI left for a meeting with the Mahon group on the Hill. ) DD/P noted the increasing likelihood of an invasion of Haiti by exiles on or about 1 February. The Executive Director noted the overnight work done by various officers of various Agency components to develop the China charts at the DCI's request and asked that all who were so engaged be com- mended. DDCI noted that he will be attending the Special Group CI Meeting on Thailand today. ACTIONS: 1. In regard to current and future Congressional resolutions and moves concerning the Agency, DDCI requests OGC undertake to get some readings of Congressional opinion and to accompany news of such Congressional actions with a forecast of the likely result. 2. OGC is requested to look into the issues which might confront the Agency as a result of the Taylor recommendation to the President concerning coordination of U. S. overseas operations.
