UITE a series of conduits for public
funds apparently have been used by
the CIA (Central Intelligence Agency) to
subsidize, perhaps even to influence, var-
ious organizations with little or no known
success. Actually,. the CIA can take public ?
credit neither for its successes nor for its
failures. That's pretty, tough, of course.
But one would hope at least that the na-
tion's top agency in our national intelli-
gence community would not allow itself to
be, outsmarted? That's not 'showing much
