OS REGISTRY
Director William Webster
Central Intelligence Agency
Washington, D.C. 20505
Dear Mr. Webster:
August 28, ilAgSEP 198g'
I am requesting your assistance on_behalfof the
Metropolitan Police Department's K-9 Unit, specifically our
Explosive Detector Team.
In our continuing effort to provide "state of the art"
training we have been contacting different agencies in an
attempt to procure the new Czechoslovakian made explosive
"Semtex". It is imperative that our team remain current as
we are frequently utilized by various federal agencies for
bomb sweeps prior to dignitary visits. I am aware that this
explosive is relatively new to the world market and has been
used quite recently by terrorist organizations.
Our Explosives Detector Team often works and trains in
conjunction with the 509th Military Working Dog Section at
Pease Air Force Base, New Hampshire. We will make the
explosive available to the 509th also. Another option might
be to make the explosive available to our Unit through them.
The amount of "Semtex" needed for training would be twelve
to sixteen ounces. Please be assured that the explosive
will be handled and stored according to all applicable
Department and federal regulations. Any questions relative
to this request should be directed to Lieutenant Kenneth
Jenkins, Commanding Officer, Special Operations Unit, phone
# (617) 282-4360. I thank you in advance for your
cooperation in this matter and will await your reply.
Respectfully,
00,,t624,,vm
