DD/I noted the aggressive actions by Vietnamese MIG's over NVN air space in recent days. An OCI memo is under way assessing the implications of this. DCI suggested that the memo take due note of the adverse effects caused by the absence of effective U. S. GCI control in the NVN area. DD/I noted that Morell of ORR is scheduled to brief General Maxwell Taylor on the ChiCom economy at 10 a. m. in Taylor's office. DCI said he plans to attend. Godfrey reported that the President's Daily Brief was sent to the President and the Secretaries of State and Defense in Honolulu over the weekend. Godfrey reported on the current situation in Costa Rica and the Dominican Republic. DCI told Kent of his talk with Army General Davis. An Army major general familiar with Vietnam operations will be made available to consult with the Board of National Estimates, and next month a colonel back from duty with the 1st Air Cavalry Division in Vietnam will be made available for this purpose. DD/S reported that the new helicopter pad at Langley was tested with good results on 4 February. DCI said he wanted to write a thank-you note to Teague. DD/S&T reported briefly on Luna 9, and it was agreed that the background briefing at tomorrow's morning meeting will deal with this subject. DD/S&T noted that two reconnaissance drones launched over the weekend in Vietnam were both shot down. These have tended to become sitting ducks for Communist weapons. DD/S&T reported that the Ramo space panel will begin a two- day meeting on 8 February. The panel will look into the Soviet space program in general and will meet with the DCI to pass along their observations at the conclusion of the meetings. DD/S&T reported that the Land Reconnaissance Panel of the PSAC will meet on 9 and 10 February to consider MOL and advanced search systems. reports, one of which alleges that NVN has asked the Soviets to base surface-to-surface missiles in NVN. The report is in need of careful examination but is open to question. DD/P reported that General Gandara appears to be the best bet to become the single head of government in Ecuador. Executive Director noted receipt of Secretary McNamara's proposed testimony before the Senate Preparedness Subcommittee. DCI said he wants to read this. DCI reported on recent conversations with Mr. McCone. Mr. McCone's impression after seeing the Secretaries of State and Defense and the President was that the Agency is in very good stand- ing, with all top level officials highly complimentary. He said that he did not wish to restrict normal social con- tacts with representatives of the press media. He urged that com- ments made in such contacts about the Agency be always on the con- structive side. ACTIONS: 1. DCI requests that ONE examine ways of using bombs and armament with special fuses and other such devices as a means of ending logistics operations in key areas of Vietnam and Laos. (C /BNE) 2. DCI requests that DD/I contact Army General Davis and make arrangements to permit the Army to present a special study dealing with the Ia Drang Valley campaign. DCI wants all interested compo- nents of the Agency to attend and suggested that the auditorium may be the appropriate arena. (DD/I - Status report by 11 February) 3. D/DCI/NIPE is requested to look into current publications by DIA and NSA and to advise the DCI as to what steps if any should be taken to deal with these.
