MEMORANDUM FOR:

SUBJECT: Review of DCID 1/21
1. We now have ED 12333; there is a mandate to review all the existing
DCIDs; you have had some 18 months' experience living under the charter of DCID
1/21.
2. EO 12333 does not mention emergency planning in any explicit way, so
we are free to write any directive we see fit (or keep the present one.)
3. I have a mandate to see if we can come up with a DCID series made up
of short, general charters in a Volume One and a Volume Two of detailed
procedures.
4. You are the one who lives with DCID 1/21, and I request your views on
how it might be revised given your experience since July 1980,
5. I have some notions on format. After I get your preliminary views, I
will submit for your consideration a revised DCID in two parts. One will state
the DCI's duties and responsibilities in general terms. Part two will contain
all the procedural matters.
6. How to get this reviewed and coordinated is a question which remains
down the road.
7. I look forward to receiving your comments at your early convenience.
