Under Secretary Armacost will chair the meeting. An agenda is attached. Please telephone the names of agency representatives to Sheila Lopez, 632-5804, by cob February 17. Mr. Armacost has asked that written reports with action options be prepared on the following subjects: -- Afghan Media Project (USIA action) -- $15 Million Cross-Border Humanitarian Assistance Program (AID action) -- McCollum Amendment (DOD action) Each paper should describe the present situation and action options for the SIG's consideration. Please circulate the papers to the above addressees no later than opening of business Tuesday, February 18, in order to give participants in the meeting time to study them. The Department of State will circulate advance reports on a) Opening of Resistance Offices Overseas and b) Short-Term Cross-Border Humanitarian Assistance.
