PLEASE NOTE: Due to a prior commitment, the November Latin America Warning Meeting will be held on Monday, 24 November 1986 at 1300 hours in Room 7E32, CIA Headquarters. Invited agencies and components should please keep their representatives to a necessary minimum because of space limitations. 2. We intend to discuss the following countries/topics: Suriname, Nicaragua, and Suriname As the pressure on the Head of Government Bouterse continues to mount, he appears to be reviewing his options--ranging from voluntary exile to harsh repression--but has not yet decided on any departure from his present course. The momentum of the three-month-old insurgency, however, is clearly moving against him. What will Bouterse do? Who are the likely contenders for power (individuals or special interest groups) in a post-Bouterse scenario? Is the level of interest or involvement of Brazil, The Netherlands, France, Libya or Cuba likely to increase and if so, how? (State/INR - 30 minutes) Nicaragua Does Nicaragua have, or will it receive, MIG-21s, SA-2s, SA-14s or any other new weapons systems within the next few months? Are all indicators for a major weapons system still neutral or negative? (CIA/OGI - 15 minutes) Based on recent Sandinista operations inside of the Las Vegas salient, is their activity there likely to be repeated, continued or expanded? Will the Honduran government react, and if so, under what circumstances and how?
