1. Just to confirm, I gather
it will take several weeks for the
terms of reference on the North Korean
NIE to make its way through the NIC
review process. We are marching along
in drafting the piece in any case,
but would appreciate an early heads up
on any peculiar twists or turns that
arise because of suggested changes
in the estimate as the TORs move forward.
2. Per your conversation with
we also are shooting for a 15 to
20 page draft (double spaced) to
deliver to you in December.

14.2-87: North Korea: Prospects for the
Succession and Stability
1. On 12 November members of the Intelligence Community met
to review the concept paper for the NIE on North Korea.
Representatives from State, DIA, Army, Air Force and Navy
discussed the questions posed in the terms of reference with the
drafter, ?EA/NA/Korea. Community reps
generally agreed on the major issues, ranging from the factors
likely to affect the succession of Kim Chong-il to the impact of
the succession on the North's domestic and foreign policies. We
identified only minor differences in emphasis on some points
which should be easily managed in drafting.
