I am in general agreement with the judgments drawn and do not have any major substantive problems. Most importantly, the estimate is readable and well organized. Stylistically, the INR estimate reads better than the current NIEs and appears in many respects to be similiar to CIA's DI assessments. The graphics, however, are not up to Agency standards. I am certain that you will find ways to improve the presentational aspects of these estimates. I look forward to receiving additional INR estimates, especially those that depart from the views of the rest of the Community. I predict that INR's entry into the estimates process will produce much-needed competition with other production agencies as well as with the NIC, although this view may not be shared by my colleagues.
