MEMORANDUM FOR THE RECORD
Morning Meeting of 23 February 1966
DDCI was in the chair -- DCI was on the hill.
reported that the large hatch Soviet ship, which may be
carrying some military materiel from the Black Sea to Hanoi, would be
followed as closely as possible. (See action item 1)
Concerning the situation in Indonesia, the DDCI expressed his con-
cern regarding the optimism which prevailed in certain quarters in
Washington. (See action item 2)
noted the Baath coup in Syria which initiated a discussion of
how this development and the Uganda situation had been covered in pre -
vious weeks in publications. (See action item 3)
FitzGerald noted a report that there may be a coup in Ghana tomorrow
and it was agreed that this would be covered in the OCI publications.
DDCI requested that a memorandum be prepared outlining the con-
tinuing political instability in the Congo. (See action item 6)
Kent reported on a meeting at Headquarters on Monday with members
of the Joint Staff, and he was given guidance by the DDCI regarding
future relations with this group.
Houston reported that the DCI had decided to accept the invitation to
the Donovan awards dinner in New York. DDCI asked to mention
to the DCI that since the President did not want both the number 1 and
number 2 officers of any agency absent from the city at the same time,
he would decline his invitation.
Wheelon briefed on the latest Soviet space shot which apparently
contained two dogs.
FitzGerald tabled his comments on General Taylor's draft NSAM on
counterinsurgency. noted a possible infringement on the DCI's
responsibility for third-party COMINT relations and was requested by
the DDCI to make these views available to the DCI prior to his meeting
with General Taylor this morning.

The DDCI noted that there would be a meeting with the Congressional
leadership in the White House at 8:00 a.m. tomorrow to be followed by a
meeting from 9:00 to 10:30 with various committees of Congress.
1. DDCI requested that DDP askl for any info they might
develop on the large hatch ship (In the course
of the day)
2. DDCI requested that a memorandum be prepared on the current
situation in Indonesia and the developments which led thereto. ( OCI in
the next few days)
3. DDCI requested that a memorandum be prepared on the prospects
for Indonesia. (ONE by close of business 2 March)
4. DDCI requested that Messrs. speak to
Messrs. Jessup and Coyne respectively concerning the Agency reporting
on the Syrian coup. (In the course of the day)
5. DDCI suggested that a report be prepared concerning Agency
reporting on Uganda and Syria which should be transmitted by the LDX
System to the White House and State. (OCI in the course of the day)
6. DDCI requested that a brief transmittal note for his signature
be prepared to accompany the memorandum on the Congo situation to
Messrs. Rusk, McNamara, Bundy, Alexis Johnson, Vance, Harriman,
and Romer. (OCI - 25 March)
