According to the report, the PRI considers that the present quadripartite formula has reached a crisis, due mainly to the movement of the Partito Liberale,Italiano (PLI; Italian Liberal Party) to the Right and the tendency.;bf0the Ch~istiiitsDem 3chetid: Party,,to~3ards:~;~p6tpetuat~ ng itself, as evidenced by its reinforcement of the Christian Democratic posts h. in the lower ,of Government. The report points out the differences in the views of Randolfo Pacciardi and Ugo La Malfa, both PRI Deputies, re- garding the governmental "clarification". Pacciardi maintains that the PRI should participate in the present or another government, if the proper guarantees are obtained, while La Malfa is rigorously opposed to PRI partici- pation in any form of coalition government. La Malfa believes that the split in the Christian Democratic Party is a permanent one; and that, since the death of Alcide De Gasperi, no other person could have avoided it. La Malfa maintains that Italian democracy can no longer be entrusted to the Christian Democratic Party, and that the lay parties should, form a bloc and develop a program. The report concludes with the statement that the PRI Directorate has decided not to participate in the "clari-ficatiors":.
