Battaglia called this morning to say that Borers had decided
it was unfair to you to request your 'appearance at the Off-site
Conference before the Committee and the Senate have voted on
your confirmation. Boren believes the Committee could be
criticized for disregarding the spirit of the confirmation
process: namely, that you cannot speak officially for the
Intelligence Community until confirmed.
Sven Holmes had raised this issue with me earlier, and I
responded that the Committee would have to make its own deter-
mination. Your policy was to assume a low profile.
Boren will probably call you today to retract his earlier
invitation.
Battaglia's call to McMahon, as I suspect-.ed, was for the
purpose of extending an invitation to the Off-site Conference.
Apparently a number of former Deputy Directors acrd Directors are
being invited.
