Approved For Release 2009/04/10: CIA-RDP80B01676R001500090061-8 3 March 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 3 March 1966 reported that in the wake of anti-Sukarno student demonstra- tions in Djakarta, Sukarno has closed the schools. reported Nkrumah's arrival in Guinea. There is some possibility that Nkrumah may be so detached from reality as to try to return to Accra. Ex-Foreign Minister Quaison-Sackey has thrown in with the new regime. Acting DD/S noted completion of an in-house study of weapons available to both sides for the fighting in Vietnam. Of all available weapons, the Italian Baretta M-12 submachine gun appears to be the best. DCI said he would read the study with interest but a basic ques- tion to be answered is Does the Agency wish to recommend and fund development of an entirely new weapon for counterguerrilla opera- tions ? deSilva reported on the results and status of the 25X1 will describe this at a morning meeting in about two weeks' deSilva reported that he had briefed General Quesada yesterday. Quesada is going to Vietnam at Air Force behest to look into counter- insurgency air operations. The stations in Saigon have 25X1 been alerted. The IG reported on laudatory comments from outside consultants participating in the Agency procurement survey. The consultants are high in their praise of the CIA personnel with whom they have talked. Acting DD/P reported that he and deSilva will meet with Governor Harriman this afternoon to discuss Thailand and the subversive threat there. Executive Director described current plans for preparing a brief- ing for Representatives Rivers and Mahon in the event they come, as invited, for a tour of NPIC. Executive Director briefed on some topics covered in a luncheon yesterday with BOB officials. Our Office of Security will survey sensi- tive offices in the BOB. Some headway appears to have been made in justifying our use of a limousine. BOB officers and others in Govern- ment are highly impressed by the work being done by the Agency in planning, programming, and budgeting. It was agreed that this latter point may be worth calling to the attention of the President's Board and perhaps taking other such steps to ensure wider knowledge of our work in this management field. DDCI reported briefly on certain difficulties in connection with the surfacing of a Hungarian defector before the Rivers' subcommittee. DDCI urged that we no longer in the future plan to surface defectors before Congressional groups. DDCI will confer with Moyers of the White House in connection with the Hungarian case. rP .
