agency on the above subject before advising on its relationship
to the program of the President, in accordance with OMB Circular
A-19.
A response to this request for your views is needed no later than
FRIDAY, MARCH 21, 1986. .

Dear Mr. Hyde:
I have been asked to comment on the resolution which you
propose to introduce into the House of Representatives. This
resolution calls for the United States intelligence community
to maintain "a register of Soviet, and other Communist
personnel, expelled from non-Communist countries and/or exposed
for improper activity" and authorizes the Director of Central
Intelligence to share this list with foreign countries and the
United Nations.
The Department of State strongly supports the security and
intelligence concerns which underlie this resolution. However,
the Department believes that this legislation is unnecessary
and duplicates both existing practice and previous
legislation. We already maintain a list of Soviet Bloc
personnel expelled from other countries and we share this
information widely with friendly nations, and, as needed, with
the UN Secretary General.
We also already have legislation that enables us to prevent
the entry into the United States of aliens whom we know or have
reason to believe pose a threat to our national security. The
Department, in coordination with all relevant United States
agencies, screens visa applications on the basis of whether or
not the applicant has unfavorable intelligence connections or
engages in activities which endanger the welfare, safety, or
security of the United States. Furthermore, the 1952
Immigration and Nationality Act, 8 U.S.C. 1105, section 105
specifies "...the Assistant Secretary of State for Consular
Affairs shall have authority to maintain direct and continuous
liaison with the Directors of the Federal Bureau of
Investigation and the Central Intelligence Agency and with
other internal security officers of the Government for the
purpose of obtaining and exchanging information for use in
enforcing the provisions of this Act..."
