The Australian press has recently carried several major stories
containing serious allegations of corruption by the Suharto regime in
Indonesia. If true, these allegations could have a major impact
on US-Indonesian relations, particularly with respect to the
administration of our foreign aid program.
Therefore, the Subcommittee on Asian and Pacific Affairs would
like to obtain the Agency's assessment of the validity of these
allegations. In particular, the Subcoimi.tee requests a response to
the following questions:
1.What is the extent of corruption in Indonesia? What is the
political impact of the corruption? Is it potentially destabilizing,
in terms of generating oppostion to the Suharto regime?
2.Is there any evidence that the Suharto family has engaged in
corrupt practices? Has President Suharto personally enriched himself
while in office?
3.What is our best estimate of the wealth of President Suharto?
Of the Suharto family?
4.Is there any evidence that senior members of the Suharto
Government have engaged in corrupt practices?
5.Has there been significant capital flight from Indonesia to
other countries? If so, what is the estimated magnitude of this
capital flight? In which countires was the capital invested?
6.Is there any evidence that any U.S. military or economic aid
has been diverted from its intended purposes for the personal
enrichment of Suharto family members or government officials?
7.Is there any evidence of significant investments in the United
States by President Suharto, other members of the Suharto family, or

senior Indonesian government officials?
