Approved For Release 2009/04/10: CIA-RDP80B01676R001500090053-7 15 March 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 15 March 1966 ADD/I gave DCI a memo on France, NATO, and the U. S. providing background information responsive to a request by the DCI last weekend. The DCI noted Senator Mansfield's speech on this subject yesterday and suggested that the speech be examined in terms of its likely effects on foreign opinion and policy. ADD/I noted that Harry Schwartz of the New York Times on 13 March published an article crediting the Agency with advanced word on the 1964 Soviet economic slowdown. Godfrey noted White House staff concern yesterday about a speech by Representative Rivers in which he described cargo aboard a Soviet ship. A background memo on intelligence concerning the ship was sent to the White House. (See Action 2) Kent reported that he will leave for Honolulu today to brief CINCPAC on the estimating process. DCI suggested that Kent also meet and brief CINCPACFLT, PACAF, USARPAC, and military planners. noted a request yesterday from a White House staffer who was drawing together material for a speech by Moyers to be made to newspaper editors concerning "myths about Vietnam and China. " supplied the staffer with a previously written memo on this subject. Bross said arrangements were under way to refine and finalize the agenda for the meeting with the PFIAB next week. Bross noted that General Taylor, Professor Langer, and Pat Coyne are planning a trip to some fourteen countries in the Middle Eastern area in June. They have requested briefing materials on intelligence activities in each of the countries they will visit. DCI requested that upon completion of his study, confer with of ORR prior to a briefing of the DCI. DDCI noted that the President had named Admiral Taylor to be Deputy Director of DIA replacing General Fitch. It was agreed that this was a very worthy selection. DDCI said he had mentioned our delight to Secretary Vance. DCI noted receipt of a letter from an admiral in charge of the Strategic Target Planning Staff at SAC. The Staff plans to brief the JCS 21-23 March, and the admiral will be coming to the Agency to discuss matters of mutual interest. DCI will invite the admiral to a lunch here at Headquarters, and DD/S&T will arrange a list of Agency officers to attend. 1. Noting a current list of dubious Dominicans still in office, DCI requests an examination of the implications of this and requests advice as to what actions should be suggested. The Interdepartmental Regional Group may have to consider the matter. (DD/P by 22 March) 2. OGC is requested to discuss with Mr. Blandford of the staff of the House Armed Services Committee the implications of Representative Rivers' speech yesterday.
