C. 20505 DIRECTORATE OF INTELLIGENCE 13 January 1986 Lebanon: The Organization of the oppressed the "Organization of the Oppressed" (Mustada'afin) is a cover name used by elements of the radical Shia Hizballah movement. We do not, however, have any information concerning the composition or identity of the Hizballah units that use that particular cover name. The evidence suggests that radical Shias predominantly from southern Lebanon comprise the organization of the Oppressed. -- At a news conference on 1 July 1985, following the release of the TWA hostages, two Hizballah members claimed credit for the hijacking in the name of the Organization of the Oppressed and threatened reprisals if the US retaliated against Lebanon. This was the first time the cover name was used to claim responsibility for a terrorists operation. On 18 November 1985, a statement issued in Beirut in the name of the Organization fo the oppressed claimed credit for the kidnapping of four members of the Jewish community in Lebanon. The Lebanese Jews had been kidnapped in West Beirut in March 1985. In the December communique they threatened to execute the hostages unless Israel released some 300 prisoners being held at a detention center in al-Khiyam (3319N, 3536E) in southern Lebanon. Two of the hostages were subsequently executed. This paper was prepared by GIM 86-20009 C January 1986 OGI/TNAD/TAB. 25X1 Copy of 12- - Declassified in Part - Sanitized Copy Approved for Release 2012/05/22 : CIA-RDP90T00114R000800820001-0 Declassified in Part - Sanitized Copy Approved for Release 2012/05/22 : CIA-RDP90T00114R000800820001-0 25X1 k The Hizballah elements currently using this cover name probably are related to Shia prisoners being held at al-Khiyam. The following is a chronology of threats and claims issued in the name of the "Organization of the Oppressed:" 1 July 1985 Press conference following the release of the TWA hostages. Two Hizballah members-- ostensibly the original hijackers of the aircraft--explain why the hostages were released warns the US not to retaliate against Lebanon. 1 July 1985 A statement issued in Beirut claims that the group was responsible for the bombing of the TWA office in Madrid, Spain. 10 July 1985 The Pan Am office in Zurich received a threat letter, written in English, demanding that Pan Am and TWA flights to Tel Aviv, Cairo, Zurich, Geneva, Athens, Rome, and Istanbul, be cancelled. The letter threatened that the group would conduct "the world's biggest hijacking" and that it had placed bombs at the TWA and Pan Am terminals in New York City. We do not believe this was a geniune threat letter from Hizballah members. 18 Nov 1985 A statement issued in Beirut claims the group was responsible for the kidnaping of four Lebanese Jews in West Beirut: Yitzak Sasson, Yitzak Tarab, Eli Surur, and Hayim Kohen- Halaq. The group accused the four of being spies for Israel and threatened to execute them unless Israel releases the prisoners held at the al-Khiyam detention center in Southern Lebanon. 25X1 25X1 Declassified in Part - Sanitized Copy Approved for Release 2012/05/22 : CIA-RDP90T00114R000800820001-0 Declassified in Part - Sanitized Copy Approved for Release 2012/05/22 : CIA-RDP90TOO114R000800820001-0 25X1 17 Dec 1985 A Beirut newspaper, An-Nahar, carries another statement issued by the group, again threatening to execute the hostages unless the Khiyam prisoners are released. 24 Dec 1985 The same Beirut newspaper carries another statement from the group announcing the execution of one of the hostages, Hayim Kohen- Halaq--an Iranian national who had moved to Lebanon--in retaliation for Israeli shelling of villages in southern Lebanon. 28 Dec 1985 The group issues another threat to kill the remaining Jewish hostages unless the Khiyam prisoners are released and Israel stops its "terrorism" in southern Lebanon. 1 Jan 1986 The group announces the execution of a second hostage, Yitzak Tarab, in "reply to recent aggressions undertaken by Israeli forces against the town of Kunin in southern Lebanon.
