GENERAL
1. On 8 July 1960, communications between the U.S. Etbassy in
Leopoldville, Congo, and Washington were temporarily interrupted by civil
disturbances. The Embassy was able to communicate by walkie-talkie radio
with the Consulate at Brazzaville, and FBIS was asked by State Department
to do everything possible to cover Brazzaville broadcasts. The FBIS East
Coast and Mediterranean Bureaus, plus BBC London, were immediately alerted
and special coverage arrangements were set up to provide extensive moni-
toring of Brazzaville, as well as Elisabethville? Stanleyville, BUkavu,
and CoguilhautviLle.
2. Special FBIS services for the Director included:
a. Two compilations of representative comment, both communist
and noncommunist, on the nomination of the Democratic and Republican
slates for president and vice president, prepared for the Director
as an aid in briefing the candidates and the National Security Council.
A memorandum on Mbscow propaganda treatment of both parties' candi-
dates and of the U.S. election system in general, prepared by RFS,
was also forwarded to the Director.
b. A review of worldwide comment on the Zongolese revolt, with
particular attention to evidence of communist incitement. RFB sup-
plied a memorandum analyzing communist bloc propaGanda, and Editorial
Branch assembled copies of available noncommunist comment.

a. The service to the U.S. delegation at the ten-nation disarma-
ment talks in Geneva, which adjourned 27 July, was terminated with
propaganda-analysis cable No. 68 on 15 July. The service to the Geneva
test-ban talks is continuing.

b. In support of USIA/IRI's special research effort regarding
communist bloc penetration of Africa, IRI is supplied each week
with an advance draft of the TRENDS AND HIGHLIGHTS and briefed that
following day on bloc propaganda on Africa.
c. The PHIS Wire serviced five DD/P requests involving seven
/team (3,020 words) under the authority of "Spotlight Commentary."
4. Recapitulations of all direct services by FBIS bureaus to field
components of the Army, Navy, and Air Force were forwarded to the Assistant
Chief of Staff for Intelligence, Department of the Any; Assistant Chief
of Staff Intelligence, Department of the Air Force; and Assistant Chief of
Naval Operations for Intelligence, Department of the Navy, respectively,
on 5 July. Mr. Abbott Washburn, Deputy Director U.S. Information Agency
acknowledged a similar recapitulation of field services to USIA posts,
which was sent him in June, stating that "PHIS services in the field are
of inestimable value in the development of our overseas operations where
effectiveness can be measured in direct proportion to knowledge of what
the target audience is doing and saying."
5. Of 244 items included in OC I's Current Intelligence Digest during
the month, 77 (31.6 percent) were based wholly or in part on MIS moni-
toring. This is the highest percentage attributed to FBI'S in the past
12 months, the average during this period being slightly over 27 percent.
6. Representatives of the Air Targets Division, AFCIN, visited FBIS
on 14 July to discuss certain low level political and economic materials
which the Chief, Hokkaido Bureau, had suggested might be processed. They
confirmed their great and continuing interest in MIS products in general
and cited specifically the areas of population figures and party-political
work as ones from which they need material at virtually any level. Their
interests coincided very closely with those of other major consumers
polled in connection with Hokkaido Bureau's suggestion, and the Bureau
was informed accordingly.
7. In response to an urgent request from ORB for speedier delivery
of economic abstract items, bureaus are pouching carbon copies of all
abstracts to Headquarters for direct dissemination to ORB. This should
enable ORB to have this material in the analysts' hands from one to
three months sooner than the finished cards.
8. A cable from the Consul General in Lagos indicated that the
Government of Nigeria would accept an MIS station at Kaduna entirely
separate from the Consulate and without diplomatic privileges for its

personnel, but recognizing their official status, and a recommendation was
forwarded to the DD/I that we accept a calculated risk and continue to
negotiate with the Nigerians through the nenartment 7f State with the intent
of opening a bureau on these terms. 50X1
9. A Kurdish monitor recently recruited in England for the Medi-
terranean Bureau after more than two years of intensive effort had to be
discharged, thus leaving Mediterranean Bureau again without Kurdish
coverage. This is expected to be temporary in view of the impending
arrival of Kurdish monitor from the U.S. on a two year contract.
10. West Coast Bureau Monitor, completed her Area
Familiarization trip through Brazil, Argentina, Uruguay, Chile, Peru,
Colombia, and Panama. She returned to duty on 18 July 1960.
U. A memorandum was drafted for the Director's signature to the
Secretary of State requesting that steps be taken to have the American
personnel of London Bureau placed on the "Sheriff's List" in order to
secure benefits and privileges equal to those accorded other official U.S.
?11 personnel in En and, and generally enjoyed at other FBIS bureaus.

g. Review of Soviet propaganda on agriculture

2. A study prepared by of the West Coast Bureau, "Use of 50X1
the Arts in Peking Radio's Au i-v.a. 6wapaabn of June 1960," is being issued
by RPB as a special memorandum to selected consumers in USIA/ Army Assistant
Chief of Staff for Intelligence, DD/P, and XI. The report, prepared on Mrs.
Leigh-Hunt's own time and initiative with the support of the WCB monitoring
staff, is a sequel to one she produced in April. The April report, "Use of
Songs by the Peking Radio," was distributed in the same manner and proved of
interest to offices concerned with propaganda and psychological warfare.
3. All bureaus monitoring bloc material are advised of RPB's continuing
interest in Mbscow and other bloc propaganda on a possible Bundestag meeting
this faIl. Soviet commentators so far have been reluctant to repeat Thrush-
Chev's threat/ made at his 8 July press conference in Vienna, that a Bundestag
meeting in Berlin might prompt the USSR to sign a separate peace treaty with
the East Germans. GDR spokesmen have discussed Khrushchev's remark approv-
ingly, but Moscow itself has simply attacked the idea of a possible Bundestag
meeting without suggesting that there would be serious consequences. Analysts
are therefore interested both in (a) any bloc repetitions of Khrushchev's
threat, and (S) criticisms of plans for a Bundestag meeting that stop short
of spelling out consequences.

c. A review of communist bloc radio propaganda to and about Greece
was prepared at State Department request for the Greek Government, which
is establishing a radio monitoring system to keep tabs on communist pro-
paganda treattent of Greece.
d. A Special Memorandum on Sino-Soviet propaganda on the Congo was
prepared for the Africa Division, DD/P, in support of a requirement
from the Director.. Copies were sent to interested officers in OCI,
the State Department, USIA, and AFCIN.
e. An analysis of Khrushdhev's 12 July press conference remarks
on the U.S. Guantanamo base in Cuba was, prepared for the DD/I, in
connection with a question raised in the National Security Council as
to the degree to which Khrushchev had committed the USSR to action in

EDITORIAL BRANCH COMMENT
General
1. A 98-page Daily Report Supplement of July 8 collated 28 speeches
and reports to the Third Congress of the Rumanian Workers Party and provided
a chronological index of all published materials on the congress.
2. During the Month 82 percent of Daily Report pages were devoted to
radio material and 18 percent to press scrutiny.
3. All bureaus concerned have displayed great initiative in providing
valuable, timely reports on the critical and fast-moving Congo situation.
Mediterranean Bureau
The Bureau's commendable handling of the UAR National Union Congress
was appreciated by Headquarters editors. Addis Ababa home service material
has been welcomed, particularly the fine coverage of the conference of
independent African states and the Emperor's press conference.
East Coast Bureau
Bureau editors are commended for their initiative
in personally transcribing a Mbscow English item for which Headquarters had
received an urgent request from State Department.
ENGINEERING AND FIELD OPERATIONS
1. Construction:
a. Okinawa: Addition of bedrooms to eight housing units, and
replacement of windows in the BOQ, progressed to eighteen percent
completion during July. Construction of the addition to the operations
building and replacement cf the security fence was postponed due to
delays in shipments of steel and typhoon weather conditions.
b. West Coast Bureau.: Extensive modifications to the Bureau's air
conditioning system were completed d..cing the month. GSA will conduct
acceptance inspection during August, 1960.
2. Field Operations Staff made a thorough study of the effectiveness
of FBIS Cuban monitoring at Key West, Florida, and recommended that this
activity be continued Indefinitely. Administrative arrangements for the
establishment of a permanent Key West Post are now in progress.

3. Galley proofs of the publication Broadcasting Stations of the World
were sent to FBIS for corrections and approval. The proofs were checked and
returned to printing Services Division which promised that the printing of
the books would be completed by early September.
4. Bureaus should indicate on messages reporting the dropping of
coverage necessitated by a monitor home leave when Headquarters can expect
such coverage to be resumed.
5. When Peking or Moscow programs are received with an intelligibility
rating of less than four, and a repeat broadcast is known to be transmitted,
bureaus should indicate coverage of repeat transmissions on their coverage
schedules.
6. As soon as possible, upon hearing of a political crisis within
their monitoring capability, bureaus should report planned additional
emergency coverage to the Chief, Field Operations Staff. This will male
possible optimum coverage coordination and will reassure Headquarters
that alt coverage possibilities have been explored.
ADMINISTRATION
1. Tia report a change in family status for insurance purposes, the
following is necessary. In reporting the birth of a baby, send a memo-
randum to Insurance Branch, giving the baby's name, and birth date, and
requesting that the newest family member be enrolled in the policyholder's
plan. A new Form 2809, Health Benefits Registration Form, must be submitted
if a policyholder's dependent marries, reaches age 19, or dies.
2. If an employee's household effects are shipped to the U.S. via the
Vanpac system, it is not necessary to address a "Certification on Contents"
to the U.S. Despatch Agent as Vanpac does not Clear effects through the
Despatch Agent. Vanpac will have a complete inventory of the household
effects and vill obtain any statement required for U.S. Customs prior to
shipment.
3. It has been determined by the Suggestion Awards Committee that in
order for a suggestion to be awardable, it must be submitted in writing to
the Committee within two years after its adoption. Exceptions to this time
limitation require prior approval of the Chairman, Suggestion Awards Committee.
4. It is now possible for foreign national employees who are members
of the Retirement plan to obtain Travel Advances. Amounts, however, may not
exceed retirement contributions. No signed copies of Standard FOrm 1038,
Revised, should be submitted in the usual manner.

5. Wherever possible requests for approval of travel plans and requests
for orders should be synonymous. This eliminates confusion and extra coordina-
tion in Headquarters. If the travel plan is not approved, the Bureau will be
notified immediately. Otherwise the issuance of orders in tantamount to
approval of the requested travel plan.
