The junta is "essentially finished. " He noted the critical nature of the current tobacco auctions in Rhodesia and reported on the first news of the current Party Congress in Moscow. In answer to DCI's inquiry Kent said that has returned from his trip to the Far East and is preparing a memo for the DCI. ADD/S reported on statistics prepared by the Office of Education 25X1 forecasting a substantial rise in bachelor and masters degrees over the next four years. This is of interest in connection with our recruit- ing effort. ADD/S reported on reorganization of the NSA training school which he Office of Training will be working in cooperation with this NSA facility. Houston reported that Representative Mahon had signed and sent forward to Senator Russell for the latter's signature a letter approving the Agency's supplemental request. Houston noted current developments affecting the House Armed Services Committee and DOD with the Committee anxious to determine ground rules for application of security to classified information. Houston noted favorable remarks made by two Congressmen con- cerning the DCI and his receipt of the NSIA award. Thank-you letters will be prepared for the DCI's signature. At DCI inquiry Houston said that we continue to press for Congres- sional hearings of our 67 budget but that there is no time scheduled for the presentation. DD/S&T noted that Assistant Secretary of Defense Howard will be here this morning to brief DCI on the nature of safeguard controls applying to nuclear weapons at NATO facilities. Representatives of DD/I and ONE will attend. DD/S&T noted receipt of a recent letter from General Carroll to the DCI pointing out that DIA will undertake to consolidate intelligence requirements from the various service R&D components. DD/S&T gave to DCI a Space Event Report wrapping up all evidence and analysis pertaining to last July's first proton shot by the Soviets. DCI asked DD/S&T to consider renaming this particular FMSAC series of reports to acquire greater reader interest. Executive Director noted that a forthcoming look by outside consultants at our publications, format, cover sheets, etc. , will be of use to DD/S&T in this regard. Executive Director briefed on current Agency plans and policy for summer employment. There will be two basic programs--the em- ployment of college students, all of whom will be children of Agency employees, and the other related to the President's Youth Opportunity Campaign, which will permit the hire of underprivileged youths in non- sensitive "public works" type employment outside classified areas. In preparing for a presentation to Higher Authority on the issue of OXCART deployment, detailed papers are to be prepared on the nature of intelligence coverage and gaps in China and Vietnam and to make a point of a current lack of basic early warning informa- tion. DD/I and DD/S&T will work together in this. DD/S&T will also undertake to do a paper on the important question as to whether or if OXCART is authorized.
