MEMORANDUM FOR THE RECORD
5 September 1967
1. Mr. Walter Pfortzheimer, Chief, Historic Intelligence Collection
phoned me at 9:45 this morning to inquire about a procedure he
could use to send. a "very sensitive" OSS document to a "certain Presidential
Library".
2. I reminded him that:
a. All transmittals of Agency documents went to National Archives
through the CIA Records Administration Officer.
b. All OSS documents were removed from National Archives several
years ago and were now in the Agency Archives and. Records Center.
3. Mr. Pfortzheimer explained that this old OSS Document was addressed
to a President and. this "citizen" wanted, to send it to the Presidential
Library. Walter felt it might be handled directly with Mr. Herman Kahn in
charge of those libraries, or perhaps should be sent to the President concerned_
4. I suggested that he certainly should contact the Office of Security
before an Agency employee took any such action. I recommended that he call
Chief, Employee Activities Branch or Mr. Osborn, Director of
Security.
5. I also said our OSS Archives might be benefited to receive this doc-
ument or at least a copy of it. Also, if it had, a special code word or
project classification or restriction, it was quite possible that Mr. Kahn's
high9/cleared personnel did, not have that particular clearance. He might check
with United. States Archivist Dr. Bahmer on that. I again suggested he check
with Security on the matter.
