Approved For Release 2009/04/10: CIA-RDP80B01676R001500090042-9 MEMORANDUM FOR THE RECORD Morning Meeting of 30 March 1966 30 March 1966 25X1 of DDS&T/FMSAC gave a background briefing on the Soviet satellite reconnaissance program. DD/I noted some difficulty in working out arrangements for the handling of a recent Soviet defector with knowledge of Soviet SIGINT. NSA takes the position that his information should be passed through SIGINT channels. This is a problem we hope to resolve at a reasonably low level. Meanwhile, interrogations proceed. Godfrey reported on the situation and outlook in Ecuador where there are tough times ahead. He noted New York Times and Washington Post stories alleging certain NATO Council actions in regard to matters raised at the Council by Secretary Ball. The fact is that Ball merely raised certain questions for study by the Council. The questions do have far-reaching implications. Godfrey reported on the Soviet Party Congress.
